Dr. Carlos M. Chang is an Associate Professor in the Department of Civil and Environmental Engineering at Florida International University (FIU). Prior to joining FIU, Dr. Chang worked as an Associate Professor at the University of Texas at El Paso (UTEP), an Associate Researcher at the Texas A&M Transportation Institute (TTI), and an international consultant for the Inter-American Development Bank (IDB) and engineering companies on road projects overseas. Dr. Chang is recognized as a global expert on infrastructure, specializing in pavements and bridges. His expertise is focused on innovative concepts, methodologies, and practical tools for engineering and management applications. Driven by his passion for education, Dr. Chang has developed an extensive teaching portfolio with more than 20 courses in academic and professional development training. He is committed to integrating cutting-edge knowledge with engineering best practices to sustain infrastructure systems. With over 30 projects in a leadership role, his extensive contributions are documented in over 250 technical publications. Dr. Chang is the Chair of the International Road Federation (IRF) Asset Management Task Force, and the President of the International Society of Maintenance and Rehabilitation of Transportation Infrastructure (iSMARTi). He is a licensed professional engineer in Florida and Texas. Throughout his career, Dr. Chang has received prestigious awards including the International Road Federation Fellowship, the NCEES Award for Connecting Professional Practice and Education, the Excellence Award from the Texas Society of Professional Engineering (TSPE), and the 2024 Engineering Faculty Member of the Year Award from the Florida Engineering Society (FES).
